(1) The term “owner of an interest in real estate” means the owners of fee titles, mortgagors, and contract vendees.

(2) Pursuant to RCW 35.79.050, no vested rights shall be affected by the provisions of Chapter 35.79 RCW. (Ord. 647 § 6, 2021; Res. 379 § 1, 2019)
