Authorized employees of the town, with proper identification, shall have access during the hours of 8:00 a.m. to 5:00 p.m. to all parts of a premises and within the building to which water is supplied. If any water user refuses access to a premises or to the interior of a structure during these hours for inspection by a cross connection specialist appointed by the town, a reduced pressure principle assembly shall be installed at the service connection to that premises.
