It shall be unlawful for the owner of any house or building to fail to number his house or building in accordance with the addressing system adopted by or pursuant to this chapter, and if he fails to do so, after 10 days written notice sent to him through the mail, to his last known address, he shall be subject to a fine of not less than $25.00 or more than $100.00.
