Pedestrian walkways shall be required in all urban subdivisions, and shall be designed and constructed within three years from the date of final subdivision approval, or immediately following the construction of each residence on a lot, whichever comes first, and shall comply with the applicable standards contained in the Standard Specifications for Road, Bridge and Municipal Construction published by the Washington State Department of Transportation, 2006 Edition, or subsequent editions.
