Upon receipt of a preliminary subdivision application and after completion of a final environmental impact statement (if necessary) or negative declaration, the administrator shall set a date for public hearing before the commission and shall give notice by publication of at least one notice, not less than 10 calendar days prior to the hearings, in a newspaper of general circulation.
