No person shall sell or lease or transfer the ownership, or offer for sale, lease, or transfer of ownership, any real property which is subject to this chapter without full compliance with this chapter. All development permits for the improvement of any parcel which is divided without conformance to this chapter shall be withheld until the provisions of this chapter are met. (Ord. 484, 2006)
