(1) This chapter sets forth the town’s current employment policies. The town reserves the right to amend, delete, supplement, or rescind any of the provisions of this chapter, as the town deems necessary and appropriate. These policies shall not be construed to create contractual rights or any type of promise or guarantee of specific treatment upon which any employee may rely. The town also reserves the right to deviate from these policies in individual situations, particularly in an emergency, in order to achieve its primary mission of providing orderly and cost efficient services to its citizens.

(2) These personnel policies shall apply to all town employees. They shall not apply to elected officials, independent contractors and, except as provided in Chapter 2.70 CMC (Cathlamet Fire Department), to volunteers. In the event of conflict between any provision of this chapter and applicable law, the provisions of the law shall govern. In the event of conflict between any provision of this chapter and any personnel manual the town may issue, these policies shall govern. In all other cases, these policies shall govern.

(3) These policies are not intended to be a contract, express or implied, or as a guarantee of employment for any specific duration. No supervisor or representative of the town other than the mayor has the authority to enter into any agreement for employment for any specified period or to make any written or verbal commitments contrary to the foregoing.
