Where permitted by law, the council shall identify critical duties or functions that have been mandated by law, or deemed essential to the public welfare, that should be performed by persons, firms, or organizations other than employees of the town of Cathlamet. The mayor may, upon authorization by council resolution, enter into contracts and agreements to perform such functions. (Ord. 520, 2009)
