The town shall not contract out the functions of existing town employees, except where the council determines that doing so is in the best economic interest of the town, and after a public hearing has been held to ascertain the views of the employees and the public on the proposed contracting out. After due consideration of the testimony presented at the hearing, the decision of the council thereon shall be final. (Ord. 520, 2009)
