The following procedure for processing public works contract change orders is hereby adopted:

(1) The town clerk-treasurer is authorized to approve and sign change orders, provided the following conditions are met:

(a) The change order proposal has been reviewed and approved by the town public works superintendent, the project engineer or his/her designee, and the contractor.

(b) The cumulative total of the dollar amount of all change orders presented for approval does not exceed 10 percent of the original contract amount.

(2) Change orders not meeting the criteria set forth in subsection (1) of this section shall be expeditiously referred to the town council for consideration and action. (Res. 390 § 1, 2020)
