The monies in said fund shall only be expended for the purpose of acquiring apparatus, equipment, supplies, training and expenses of the Cathlamet fire department first aid division of said town and its personnel and shall never be expended for any other purpose or purposes than those specified without an approving vote by two-thirds majority of the members of the legislative authority of said town.
