The monies in said fund shall be expended for the purpose of acquiring trucks, equipment, parts or materials for capital outlay for the sewer facility of said town and shall never be expended for any other purpose or purposes than those specified without an approving vote by two-thirds majority of the members of the legislative authority of said town.
