The degrees of flood protection required by this chapter is considered reasonable for regulatory purposes and is based on scientific and engineering considerations. Larger floods can and will occur on rare occasions. Flood heights may be increased by human-made or natural causes. This chapter does not imply that land outside the areas of special flood hazards or uses permitted within such areas will be free from flooding or flood damages. This chapter shall not create liability on the part of the town of Cathlamet, any officer or employee thereof, or the Federal Insurance Administration, for any flood damages that result from reliance on this chapter or any administrative decision lawfully made hereunder. Enforcement of this chapter shall not be construed to be for the particular benefit of any individual person or group of persons other than the general public. Nothing in this chapter shall be construed to impose any legal duty, directly or indirectly, upon the town of Cathlamet or any of its officials, employees or contractors, to protect the individual persons or property in individual circumstances. In the event of a conflict between the intent of this subsection and any other section or subsection of this chapter, this subsection shall govern insofar as applicable. (Ord. 377 § 3.6, 1996)
