When the short subdivision and the short plat hereof meet all the requirements thereof and will serve the public use and interest, and the subdivider has provided all the required documentation and/or certification, then the written approval shall be inscribed upon the face of the short plat. The action approving a short plat shall become effective if, within five working days, the applicant has filed for record with the auditor of Wahkiakum County, a declaration of short subdivision.
