Rates for publicly available EV charging stations in parking facilities owned or controlled by the town shall be structured in a way that best reflects cost of service and shall include a flat fee and a per kWh per minute fee designed to recoup capital costs and operating expenses associated with the charging station, plus the cost of electricity as determined by the relevant retail rate and any appropriate taxes and overhead costs. All EV charging station fees will be inclusive of any applicable taxes.
