“Emergencies” means an unforeseen combination of circumstances or an urgent need for immediate action, including but not limited to inclement weather, natural disasters, air pollution, biological hazards, town facility structural damage or lack of heating, cooling, plumbing and power outages, or other climate-related occupational hazardous conditions that make it unsafe to work under the guidelines of the U.S. Occupational Safety and Health Administration (OSHA), National Institute for Occupational Safety and Health (NIOSH) or other state recommendations.

“Inclement weather” means any unusual or severe weather conditions (or event) which impact safe travel and/or regular day-to-day operation, including but not limited to snow, ice, flooding, severe storms and wind, extreme heat, cold or wind, mudslides, wildfires, road closures, and any other hazardous conditions that pose a threat to the public or the safe working conditions of town employees.
