Under the emergency powers granted by the state of Washington, the mayor is hereby authorized to declare an inclement weather emergency and perform emergency functions to mitigate, prepare for, respond to, and recover from emergencies and disasters, consistent with this policy and any applicable state law, including waiving competitive bidding requirements and executing contracts to procure snow removal equipment services.
